Re-estalishment Of The Ahupua'a Sytem In Every Community Thru Out The Hawaiian Islands, "Could Be" The Solution To Todays Problems That We Face As Kanaka Maoli's***

# Posted by Guy Aina on July 22, 2009 at 8:00am

There Should Be More Discussions Based On The Fact That The Hawaiian Kingdom Government Still Legally Exist, And As A People What Do We Think Should Be The First Thing's We As A People Should Do, Need To Do To Get Our Nation Operating Again In Continuity.

It Is A Vision That Every Community Thru Out All The Hawaiian Islands Re-establish It's Ahupua'a System's Again, It Is A System That Our Ancestors Have Used For Many Many Years, It Is The Bases Of A Highly Organized Social System That Needs To Be Re-Applied Today. "It Will Be A Way For All Of Us To Be Able To Communicate Better"

Ka Ahupua'a System = A Highly Organized, Self-Sufficient,Subsistent Social System Based On Communal Land Tenure With A Sophisticated Language, Culture, And Religion*

Alot Of Our Solutions To Our Problems Today Can Be Found In Our Past*

You know here on the Big Island, being currently divided by divisions, our communities have taken charged of our towns.

We adhere to the General Plan with exception of the newly created Community Development Plan (CDP) attached to it which gives us more local powers to tell them what we want to keep open or see areas developed for affordable housing. We don't have Hawaiian Homelands here - it's in south Kohala not here in the North. But anyway, because of this CDP it gives us more power to see what we want done respectively. Hawaiian issues are addressed in our CDP - a start close to living the ahupua'a system. It's first a division by district system so we have control now under the "Fake State" where I'm sure we are ahead of all other islands in how we do business here. Other Counties should follow our profile because it's in the County Dept we are atteched to the land systems as far as within the "Fake State" system - outside of that is with the BOC/Land Court System. Remember before we were a "Fake State" we had county governments as part of trying to modify itself on a "local government". But I've always first and foremost loved the Ahupua'a System. We mention this in our CDP and have actually addressed emergency systems of travel/transportation in our Ahupua'a System due to trails that are still in existence - people use it daily to train as in cross "country" training for athletes. Not many do this but avid hikers know their way around from South to North Kohala over the mountain ranges. This is shared by wild pigs and hunters and people who gather for medicine in some areas.

Thank you cousin for this reply.* I can see your view on this topic.

I recall from back in the late 80's & early 90's here in Hana there were people that I know of that took the Community Development Plan route here in Hana. It works a little, but it still does'nt resolve the problems, but it puts the problems into some what of a limbo.

The problem here in Hana is we dont have Huge amounts of open space lands like in Kohala. Most of the lands here that are threatened are so-called privately owned lands such as Hana Ranch & a so-called Hana Huli Corporation.

I'm sure that a lot of communities are probably even more confined to these kinds of situations.

We have or had a situation here with Keohokalole's Royal Patent Lands in Muolea which is the "Whole Ahupua'a" LCA 8452 / Royal Patent 4388 in where the community was allowed to be involved "with the countys consent". The County of Maui "said" they purchased about 30 acres of that whole Ahupua'a, in which they tried to make the community believe they have control of. Than the county appointed certain individuals that works for the county to be in control of that project. Than they ended up blocking the whole access of that area & even stopped the local people from fishing there. I asked them what about the rest of the land....Do we give up thousands of acres for 30 acres, they the county went into hiding after I had exposed that, thats why I stated "we have or had" in the beginning of this paragraph.

It caused more of a division then a Unifying Body.

I've been in the Sovereignty Movement For Most Of My Life. CDP Will never work in Hana, the local Government will always find a way to get away with over development.

I think the Big Island is one of the last places to be massed developed. **Try Watch, The Hawaiian People Going Have To Give Up More To Be Able To Preserve Less** While you focus in 1 area another in Kona To South Point Is Being Mass Developed* Sista I have told the media before****they the corporate people are selling the Sunset***
Under U.S control of our lands, we will always be subjected to these kinds of things.
But if it's working in the mean time there in North Kohala, Thats very good, thats the route that needs to be taken.

But thanks for your comment* I understand*

a hui hou cousin LOL

Yes cuzn I can understand the frustration. We actually do have private "illegally" owned lands here in North Kohala with unclear titles from the old sugar plantation lands like there on Maui.

What we have done is down zoned certain areas of "how to develop" and where to develop, no more resort/spa centers, retreats, bed & breakfast, etc and with that have access rights to mountain and ocean and bring back the "ohana housing permit" so that people can build more than one house on their land for extended families - in the past it was abused for rental units.

Because our community groups whether non profit or unincorporated associations have filed lawsuits on our large landowners/County of HI and have won on environmental and native hawaiian issues, they are now forced to do "smart development", and have opened "small kine doors" to some kuleana lands for lo'i; we would like to see more but that's up to the families we can support who has to put some "stir" to the large landowner who's uncle or cousin is an employee of the large landowner - no like make waves. In over 35 years of protection and preservation issues we continue to have OPEN space or also undeveloped prime land because we "get in their face" as much as we can but only one project at a time.

Cost a lot in time and legal defense but that's what we do here. We bring history and facts and laws to back up what is not pono to the initial process of a CDP. Tiring work which have caused organizations to reorganize and change leadership a few times but we keep going. Many cases we have had attorneys do pro bono work for us which is rare to find these days. Only since 2006 we have NHLC assisting on issues.

Kohala's CDP is unique in different ways from the norm because what we have asked in court issues we bring these same things to table at the forming of the CDP for reference and history - not your normal CDP like what you probably have on Maui. Now that we have completed the CDP with history and studies of court cases and resources in Kohala we don't stop there...we nonprofits will still be bringing in more archaeologists here because the work on land is so much more extensive in history.

We have a CDP Committee of local residents - people of color and not (to not seem racist) to include the large landowner now (LOL for sake of fairness) making sure what we have completed IS ENFORCED.

In the past 35 years we have had hundreds to thousands sign petitions and we brought this to record to the CDP during its planning process along with legal issues of cases which included 85% of small and old businesses in our town backing what the community wants. I think we're a rare breed of freedom fighters for 'aina because our groups are watchdogs for "who is filing what kind of permit and to build what kind of development". We have an eat, breathe and sleep mentality on land issues like those who do this in character for sovereign issues. Most communities are not as involved as we are here and I pray that for all other communities in Maui and all other islands you have gift of po'e assisting through love and not money on fighting issues being a WATCHDOG or BROKER OF INFORMATION on "what is going on" on the lands and doing something on a legal battle if there is a good issue to make.

We don't tolerate "someone who will pull wool over our eyes or fall for those who piss on our legs and tell us it's raining"...LOL We get old faster because some have worked a full time job and have a business and then put in another 20-30 hrs a week on community issues - RARE breed of warriors.

We want to keep it "country", limit traffic, we have 1 bank, 1 credit union, 2 gas stations (we had 4 during plantation days), 2 post offices (closed down one in the 70's when people started moving away due to the sugar plantation phase out) and we are overcrowded for a post office box as we don't have home delivery; We have various handful of home schooling/day care, 1 private school K-8, 2 private preschools, 1 day care and 1 public school (elem/middle/high school) and they are attempting to close down our middle school and that's insane because we have doubled in growth in 20 years.

So with our close knit community of 6000 of which during the sugar plantation era it was double that in size we keep beating at our drums. Our Hawaii County Government are aware of how active we are to make sure things are pono. What is so funny about all of this? When I got involved I was an only native Hawaiian Kohala bred and born - others were non hawaiian 'Oahu raised, educated and most Punahou grads who have retired here. Then later only a handful of hawaiians/locals came out because they leased land from the private large landowner or they were concerned of fishing, surfing, gathering access, etc. Then the local known na kupuna had to see what we were doing to make sure our work would be pno for future generations to enjoy in living here in Kohala. People were scared to make waves stuck in the "sugar plantation" mentality until we started to show them on community TV shows of which I co-hosted how our rights were being compromised or disrespected and how the days of just a handshake are long gone as words are not golden anymore.

When new business people moved in and wanted to make things move their way they would go to the Kohala Senior Citizens group and say "we talked to the Kohala Community" and held a public meeting - they could pull wool over the eyes of the elderly of whom only a handful are native hawaiians. With our CDP in force with a clear picture of what we want...that is not a problem anymore. Now the word out is "Go see the Kohala CDP Committee" talk story to see if they would okay you selling your property for development.

Hawaii is the only state that does not have "local government". Local government to the Fake State of Hawaii wants you to think that your County Government is your Local Government....WRONG. Kohala's CDP Committee today is equivalent to what a "Local Government" is to make sure what goes on in your town you make it your business and feel comfortable about it...at least for the present day....SMILE.

Don't be discouraged...there are degrees and character make up of CDP's in a District - it's how the town you have which have the gifts from people can make it a stronger voice for everyone in how you want it formed for the town's greater good. I am so sorry that Maui's CDP has not worked for you - maybe changing the guards of people is what needs to be rehauled to make it a stronger voice for you all there.

Big Island is different and yes we want to make it the last places to be massed developed because we have seen what 'Oahu has become - concrete rat race and daily crime. The ways also in which we were raised is different from one end of the island to the next as well as from island to island.

I love the Ahupua'a System and this should yes be a process of discussion for re-establishing the Hawaiian Kingdom...Love you cuzn....wish we had more manpower in our Kohala groups to send it over to you guys on Maui for a stronger voice of your CDP. Mahalo for this discussion and the comments coming in...it's good to be discussing this as it will also be part of the re-established Kingdom as an issue and concern for po'e. KEEP THE FAITH!

Here in Waianae any communal gathering is considered 'vagrant' we have lot's of enforcement preying on Kanala Maoli.

I agree with what you are saying, and our backs are up against the wall.

I read through postings, we have all the land issues 'warriors' meetings too.

My concentration is the ocean, air, pu'u to kai eco systems. This maybe an easy way out, but it's what I have time and resources for. We should design a Konohiki system that incompasses ocean, air, water,... .

I use the Sites of Oahu for boundaries and locations of heiau and from this baseline I can see the movement of our people on the landscapes and ocean highway before missionaries. Kaohi

"The Fact That The Hawaiian Kingdom Government Still Legally Exist,"

In order for this to exist, they had to be a pre-existence. First is to understand the relationship between the pre existence and the Hawaiian Kingdom

Only because my degree is in Geography, I see heiaus on the landscape and for some people it can be measurable across and connecting. But ofcourse the next his life (biome) after this work is done. We can overlay who we are on the landscape. Everybody related sorta and see the likenesses. What's essential in this process is the belief that we can do it.

Makaainana still exist in the same place since before time. These can be anchors for all to connect. I don't know if this is where you want to go. But the ocean currents are still there, the stars still in the same place and some people's children still house the knowledge, but don't know that they do.

In my mind the UH's have not connected to the makaainana so therefore they remain separate. In my opinion, the scholarships held them captive in theories that were unfounded or lacked substance. Shallow and hallow Hawaiian researcher's that (unintended) just remained objective for scholarship purposes.

So are you going to be bold, and start from the makaainana, I hope so. How can I help
